S&OP, SIOP, S&OE and IBP are all ways of getting sales and supply working from one plan. People use the terms loosely, and even specialists disagree about where one ends and the next begins. Here is how they are generally used, and which one a small company should start with.
The four terms
| Term | Stands for | Main question | Rhythm |
|---|---|---|---|
| S&OP | Sales and operations planning | Can we supply what we expect to sell? | Monthly, looking months ahead |
| SIOP | Sales, inventory and operations planning | The same, with inventory called out | Monthly, looking months ahead |
| S&OE | Sales and operations execution | How do we hit the plan, given what changed this week? | Weekly, looking a few weeks ahead |
| IBP | Integrated business planning | Does the plan meet our financial and strategic goals? | Monthly, with a longer view |
S&OP vs SIOP
In practice this is mostly a difference in name. SIOP puts inventory in the title to make clear that stock is a decision to be made, and not just what is left over after sales and production. Some companies use SIOP and mean exactly what others call S&OP. If yours has a process that sets stock targets each month, the label matters little.
S&OP vs S&OE
S&OP sets the plan, and S&OE carries it out. S&OE deals with this week’s late shipment, a surprise order or a machine that is down, within the limits the monthly plan agreed.
S&OP vs IBP
IBP adds finance and strategy across the whole business. Some practitioners treat it as S&OP done well at executive level, and others see a real difference. For a small company, that debate is not worth your time.
Where a small company should start
Start with one monthly meeting and call it whatever you like. Something like this is enough:
- Review last month: sales against plan, service and stock.
- Agree demand for the next few months, with one number per product family.
- Check supply: capacity, materials and supplier risks.
- Decide the gaps: what to build, buy, delay or tell customers.
- Assign owners and dates.
Then add a short weekly check to deal with exceptions. Our guide to S&OP for small manufacturers covers the set-up, and a demand planning tool can supply the numbers.
Common mistakes
- Meetings that produce updates, but no decisions.
- Sales and operations each bringing their own forecast.
- Nobody from finance in the room when money is being committed.
- Reviewing every item, not product families and exceptions.

Frequently asked questions
Is SIOP the same as S&OP?
Mostly. SIOP stands for sales, inventory and operations planning, and it puts extra emphasis on inventory. Many companies use the two terms for the same process.
What is S&OE?
Sales and operations execution, a weekly process for delivering the S&OP plan when short-term conditions change.
Does a small company need IBP?
Usually not at first. A simple monthly S&OP meeting with finance in the room covers most of what a small company needs.
